No, its not, every decision is checked, the referee is only called when there is a chance to over turn. 

 

People really get confused here, they think when a referee is not called, VAR didnt check, but they check all, including the first Norway goal where Kane went down. There they didnt feel like referee needed to be called to check.

 

So no, its not just referee, the VAR team conducts the initial check and only calls the referee if they feel there is an obvious thing which happened which should over turn the on field decision. Then referee adds to that.

If they deny a goal due to pushing away before ball was even kicked in a set piece then every corner and every other set piece will have some pushing and shoving.
