I think broadcasters can provide their own pitch mat and not rely on hawk eye for it. That along with Hotspot and snicko would form a good DRS package. Hotspot is more expensive than Hawkeye. It requires more number of cameras and costs $6000 per day for a couple of cameras. Both the 2011 and 2015 world cups did not have Hotspot due to the cost.
