The lady in this case has NEVER complained and wants to be left alone by all indications. The explanation is already there - this was done at the behest of the father with the girl's consent and there is no crime committed.

You don't put govt machinery to track a person just because that person's father want it do be done. In all honesty, BJP's defense on whole this episode is very poor. Each emerging controversy diminishes Narendra Modi's stature as PM candidate. Despite all his claims of development, all of these controversies are emerging from Gujrat only. Seems like in his tenure he has completely antagonized state bureaucracy.

That is the key. As for "controversies", his popularity seems to have only grown with these manufactured controversies. The best strategy for the BJP/Modi is to simply ignore this non-issue which is manufactured only with the intent slinging mud on Modi and the girl. For example, Modi has hardly spoken about the riots for several years now, and it has hardly hurt him.
