My opinion is the latter, he was a good player but hardly a top quality or world class bowler. His stats also do not support him with bowling average of 30s. What about your opinion? Just like Inzi who got the 4th highest runs, yet I wouldn't put him at the top category at all.

Unlike fast bowlers for whom 22-23 category belongs to ATG and 25 for world class bowlers, spinners average bit higher. Someone like Warne averages over 25. Even among those spinners, very few of them are leggies.

Kumble is probably not an ATG like Warne or Murali, but he was world class and would have walked to nearly any team (except perhaps Australia) during his time.
