For eg the UN have added income inequality as one of the metrics only recently. Don't they adjust the numbers in that case? I had seen hdi numbers for 1998, 2004 n 2011 iirc

Currently they have deflated the numbers. It also depends on how much weigh-age you give to parameters which changes over time. For eg crude literacy can only go upto a 100%. So you need a more well defined metric within literacy. A more valid measure is what was India's rank in 1998, what was its rank in 2004 and what was its rank in 2014. Even there issues might arise with the creation of new states (like those in the Balkans) becoming countries who already have a high HDI. So you need to account for the same countries.

UPA had no contribution. They just benefitted from the foundation laid by Vajpayee. Sure, Vajpayee did carry forward the policy reforms started by PVNR. You can give him credit, bit not UPA. We all saw GDP growth numbers during UPA-2 when UPA-1 policies started taking effect.

During the UPA years. Having said that the current drop in Indian stress is mostly due to oil prices and commodity prices falling. Not saying Modi has not done anything. Confidence in him has meant the rupee has been stable for India to benefit from falling oil price. We are attracting more FDI and remittances than ever before so inflows are up as well to keep the CAD in check. Oil price drop especially has sent inflation on a downward spiral.
