Ever wonder why europeans have ten times less aids prevalence than indians per capita but also have ten times more sexual partners ? The answer is simple: we should encourage safe sex, not discourage it. Monogamy will never ever be dominant in a society with disposable incomes and disposable income in india is rising. When you encourage safe sex then normal people have sex with people in their extended social circles. Prostitutes are far less prevalent in the west than in india due to this. The problem is not multiple sexual partners, problem is millions of indian guys having sex with prostitutes, which creates a disease bottleneck. As long as you encourage monogamy and pre-marital chastity, you will have this prostitute bottleneck acting as the gene pool for stds. We need to encourage normal people to have multiple sexual partners with normal people. That is how 90% of people I know have had 10+ partners and nobody has stds. They are not the custodians of morality or qualified to go around advising people on relationship. If the minister wants counseling, he should form his own team for that. Such ambiguity will only dilute the good work these guys have been doing nothing wrong with what he said overall, but he was not addressing a generic audience, he was addressing a team who were promoting condom use which is their job. Talking about generic things like relationship advise is stupid in this context.

They have higher risk of failure. The quality control is non-existant.

Provide solutions on how to ensure condom manufacturers do not violate norms. But I guess that is to difficult than to do. It's very easy to talk about sanskaar, banning sex education and making yoga compulsory.

Here in coimbatore, every year the police is doing raids and burning tonnes of expired products from medical shops, yet these shopwallas never stop. Cities like Mumbai, Bangalore are even worse. I've long since said that the top two priorities for the govt should be to build more infrastructure and invest more in the police and judiciary.
