Right, can you count the number of genuine outswing bowlers in the last decade? Kumar is primarily inswing, while Praveen Kumar could swing it both ways.

No, BK was inswing when he first came in and even he could not do inswing in unfavorable conditions.  otherwise, his ODI record could have been better if he could. Same with PK.  None of the two are wickets takers with the new ball in ODIs where you find more unfavorable conditions.
