It wouldn't be untrue. Though i personally feel for quite a long time the odi game didn't really change that much. For like 15-20 years or so, a score of 250 while batting first was considered daunting until mid to late 2000s. Then 2 new balls has also made run scoring easier and taken spinners out of the game for much of the innings. The ball got softer after the 15 overs fielding restriction which made run scoring at a high rate difficult in that period.
