Yes, but the OP is about spinner's avg and eco specifically. If you go by stats alone Chahal trumps others. 
He also played on much flatter decks and with 4 fielders restriction.

Ashwin in the lonely  quarter final against Australia in 2011 world cup opened the bowling. The over numbers that Ashwin bowled in that match were

 

1, 3, 5, 7, 10,12, 38, 43, 47, 49.       5 overs in power play  3 overs in death.   He took out Watson in power play. Later in death overs took out Punter.

Bhajji has greater peer reputation than many spinners out there. A lot of players who played with or against him rate him highly.

 

Some years ago, when Graeme Smith was asked, "who was more tougher to bowl, Kumble or Bhajji? He said Bhajji even though Kumble was part of commentary panel and sitting besides him.

But after his doosra was banned he was not the same. But he was an useful batsman down the order as he could power hit.

World Cup stats :-

 

Kumble 31 wickets, Avg 22

Jadeja 27 wickets, Avg 31

Kuldeep 21 wickets, Avg 36

Harbhajan 20 wickets, Avg 40

Ashwin 18 wickets, Avg 25

 

 

Stats sums up how poor our spinners has been, despite us being known as a land of spinners.

 

Anyway, I will go with Jumbo, despite not being a "spinner" in traditional sense, he has picked up 300+ wickets in ODI's & was able to play for almost 15+ years. 

 

Ashwin started with a bang but fell flat later, Kuldeep is doing well but have to see how much he will be able to contribute. Bhajji's graph too went down a lot faster once his strengths were neutralized.
