Chinnaswamy was banned at the time they announced venues, due to the stampede and court cases related to it. 

 

Uppal isn't that prestigious a venue, doesn't have the history/legacy of these other 4 venues (Ahmedabad was inevitable). Also infra was poor during the Ind-Eng 2024 test, Barmy Army complained a lot about their experience there.
