Because of the falling TFR dangerous precedent if not objected in court. TFR correction at the expense of demographic changes is not good for india.

Why do we need more people wheb alreay population is 150 cr? And only kids born due to this will be burden on the nation only. A tax benefit or child care support is still better coffee_rules 1

I think it's a terrible incentive to give in India especially at a time when all our vulnerabilities are getting exposed in this Hormuz crisis. This is the situation with all AAI governed airports. Even the Chennai Airport is in poor condition. Compare it to Mumbai, Delhi, Bengaluru, Hyderabad or even new Kochi airport...it feels like they're decades behind. Situation takes a jump when its either privatised or given for maintenance under PPP. Lucknow airport is a recent example. Was pretty congested and had lack of facilities. Once given to Adani and new terminal was built under PPP...it has improved leaps and bounds in terms of facilities and operationability.
