Saini used to have a very good top of off stump ball in 2018-19. Don't know whether he still has it. 

 

I see his biggest utility as a No.8 in tests outside Asia, till the time Hangargekar or Bawa become ready.

Bumrah's biggest utility is in test matches these days.  And India has never had a bowler averaging 21 in tests. He is irreplaceable in this format. 

 

So, he would definitely play tests outside Asia. Without him, our test match attack becomes half as strong.

 

He may sit out from tests in Asia, where the spinners can do bulk of the work, and bilateral LOIs. 

 

Rather than any format, he has to be rested during low profile games.

Simarjeet can be a very good option as he is one of those few bowlers who gets both swing and bounce at 135 to 145 k. And has decent FC experience.

We started our 2020/21 tour of Australia with a lot of aggression too. 

 

Our pacers were Bumrah, Shami, Umesh, Siraj, Saini and Tyagi as net bowler.

 

In the practice matches, Bumrah was vicious against Ben McDermott with nasty short stuff and Umesh went after their keeper. Then Siraj and Saini fired lots of bouncers and hit Harry Conway and Tyagi injured Pucovski.

Even shardul was hitting 140kph in the final test, bowled a few bouncers with aggression, natarajan thou not so quick but got wade out in the first innings, straight after the aus series we unleashed prasidh who picked up a four wicket haul in debut, Karthik tyagi, Sushant Mishra bowled quick in the u19 world cup, everyone was going gaga about India's fast bowling stocks, someone even did a thread on pakpassion about 38 better bowlers than naseem in Ranjit trophy and many even agreed to it, pandya being injured and fake all rounders like shardul and chahar getting game time was the worse thing to happen in Indian cricket.

The number of quality Quick bowlers have increased after that. 

 

But this TM and selectors pick trundlers mainly, that is the issue.

Chahar doesn't belong to international cricket

His ceiling is IPL,

 

The only downside i see to IPL is bowlers like Chahar,Avesh,Harshal, Boobie,Sakaria,Unadkutter etc fraud their way into the national side

Ipl over the last few years has done a lot of harm, someone like shabaz to has been picked on ipl form, 35 list A games ain't enough to be picked for international unless the player is  high quality, the real issue is the likes of sakaria, unadkat, avesh are regulars for their domestic sides and tyagi, Mohsin haven't played enough domestic cricket to be picked yet.
