I don't think it has anything to do with power. He is trying to be too respectful to seniors. It is almost like "they are not going to play forever let us be nice to them till they retire"  He probably doesn't have the guts to say no to seniors in the squad.

If an average player like Dhoni could hold such power, then why can't a player like Kohli. But these things should have been handled by BCCI hanchos but they sucks altogether in doing their jobs.
