Many bureaucrats and auditors (both external and from various wings of the State and Centre) have deposited tonnes of documents clearly outlying the extent of the scam. And the main benefactors. They should have gone after the money trail that was apparently paid and not with notional money lost to the National exchequer due to lower prices.
