I think the boards themselves decide that whoever wins the first match has to lose the second and set up a final for the third.

 

Checkout my previous thread in my history or just check the match list for India. Since 2016 everytime there is a 3 match odi/T20 series, the third match is always a virtual final. This is like the 8 the time in 2 years.
