Govt can start by granting exemptions to 35A to any and all applicants. Its extremely discriminatory to begin with. Any Kashmiri woman who marries 'out' loses property rights. She can file for exemption, and make the process easier than getting a Driver's license. There are many alternatives to end run around property rights for long-term residents. Start with doing 99 year leases for business and corporations - market it as doing economic development. Extend the same to small businesses such as pharmacy, dr office, basically any retail location. Make the leases auto-renewable. Alternatively, start implementing joint ownership like they do in the Middle east - where 'local' partners of the business get certain rights and payments, but for all intents and purposes foreigners can own and run businesses and properties. Another option is to do an end-run around private ownership of land is by creating Special economic zones, where the land is owned by Central government of India - with a partnership of local state govt on paper. Created for the express purpose of sub-letting to anybody who wants to live and run business there. NO need to change the laws. Government of India IS the damn law. Just need to be consistent and creative in execution and implementation. For too long secessionists and medieval religion-driven morons have been given a long rope. Now, the assembly and Loksabha seats will be adjusted based on population demograhics and J will get more share of seats than K. This step was tipping the balance to K while J was being sidelined. Just discussed by many, it was done with Prez signing an order from the cabinet. They used some of the provisions in A370 to remove A370. First the Balakot airstrikes, then defanging of the troublemakers in the valley and today the big decision. And the country (barring usual suspects who are beyond redemption) is so united, lovely to see. You can sense the feeling of joy everywhere, once again well done Modi sarkar. I will say this - both on Balakot and today's 'earthquake'. Outcomes may not work out optimally as expected, but the intent, the method, all are commendable.
