Fire can wait...Bengal Elections are the utmost priority for the Govt.

Has the PM toured that area?

Trolling aside, who's job is it to put out forest fires; is it a central agency with local presence ?

Do we know if no efforts have been made ? Forest fires are deadly and may not stop despite best efforts from equipped personnel.

State Government, through its local State Disaster Management Teams. And the Ministry of Environment/Forests.

If your wider question is: Is the Disaster Management Act invoked here and the National Disaster Management Authority (whose chairman is the PM) intervene? My guess would be no. There isn't much(any) loss of life and rehabilitation of those affected involved. If there were, they *can* jump queue and assist the State with providing succour. If not, they need generally wait for the state to ask for assistance.
