And the Ministry of Environment/Forests. If your wider question is: Is the Disaster Management Act invoked here and the National Disaster Management Authority (whose chairman is the PM) intervene? My guess would be no. There isn't much(any) loss of life and rehabilitation of those affected involved. If there were, they *can* jump queue and assist the State with providing succour.
