Been there recently... Went to Mata Vaishno devi in Katra. Lol at roads... You are confusing Jammu with Ladakh? I counted not more than 3-4 flyovers. People have decent standards of living with negligible slum areas... But infrastructure & industrial sector is non existent. It's much worse than Punjab or even HP. The amount of good roads and infra they have is way better than in many parts of Karnataka, Tamil Nadu etc. They def don't have 0 infrastructure. Caste census is about obcs and Dalits only. You are right about BJP playing the caste card when it suits them , they had the OBC amendment and also reservations for Vokkaligas and Lingayats castes in Karnataka just before they lost in Karnataka. The political parties in India already know the caste percentage. No official record is needed. They guess based on each pooling booth how many caste people are there.
