With West Bengal as close second. With rest of India's GDP per Capita growing by 40-50% in 90s, Lalu managed to shrink the economy by 30%. All the caste talks and politics only gets you so far. You have to get down to doing stuff. Stunning decline.

Kerala, TN, W Bengal, soon Punjab - all hopeless. UP is seeing a resurgence as are states like Orissa. IMO, Bihar since independence has been a hellhole and has remained one. Hopefully, Jharkhand and Chattisgarh come out of the hellhole category as well. Mid-eastern India has always been a cesspit since its glory days in the 10th century and before. The brutal sacking of Nalanda and other places of learning and culture pretty much catapulted these areas into the stone ages.

Last 2 years

Kerala grew by 25%

UP grew by 27%.

Tamil Nadu grew by 29%.

 

Conclusion, Kerala and Tamil Nadu are hopeless, UP is seeing a resurgence.

As a bong, i will say that WB's growth is a typical scenario of deficit spending by state govt ( many of the handout schemes of mumtaz banu) that inflates the GDP. But the base reality of WB's dysfunction still remains : Educated Bengalis leave bengal to find work in other parts of India, for every single STEM field minus the M(Medicine) as well as nearly non-existant growth in private sector manufacturing. 
Until those two trends are rectified, WB, like Kerala, will post artifically inflated numbers (one due to deficit spending, the other due to remittance income). UP gets the love because unlike WB or Kerala, UP has joined the heavyweights like TN, KAR, MAH & HAR in private sector job creation category. That is the main fundamental driver of good growth, as opposed to artificial boosts to the GDP numbers ala Murrica for eg.

choose for what? there is a reason Gulf countries have seen tremendous amount of migrant workers from Bihar and UP.

Gulf countries have plenty of Mallu workers as well. You keep clubbing UP and Bihar together. The development of UP - infra, jobs, safety, security, beautification is a recent trend of past 10 years. It has already reached a certain level, that I will choose it over all south Indian states, and is destined for better times. Seems people like you will do their best to not acknowledge any of that due to biases/ingrained hatred.

Most of the south Indian states have per capita GDP 2-4 times of UP. 

 

It will take another 25-30 years for UP to catch up with those states.

UP has increased per capita GDP from 41771 to 47066

West Bengal has increased per capita GDP from 64007 to 75561

Tamil Nadu has increased per capita GDP from 133029 to 166727

Kerala has increased per capita GDP from 137181 to 148810 (upto 2022).

Telangana from 131503 to 169006

Karanata from 140745 to 176383.

Also, One should not compare UP with any other state in per capita GDP because of the size of UP. Smaller states tend to have higher per capita GDP, for ex. Delhi Goa Sikkim have 1.5-2x the per capita GDP of TN in the link which you shared.
