If you want decisive actions then India should cut off diplomatic ties with Pakistan in steps starting with cultural exchange going through trade and finally shutting off consulates. Playing cricket matches or Prime Ministers chatting for half an hour in a third country makes zero difference either way.

This is how ethnic cleansing started in Kashmir during the early 90s . Now the poison has started to spread across Jammu city and various far away villages in Southern J & K which in the past have been free from any violence.
