Any Ind-Pak encounter in India or Pakistan (which wont happen anytime soon) should have good security arrangement for the benefit of both players and the public. This is a high profile match involving Pak in India so it is immature of the CM to say adequate security will not be provided. If so then the match should be shifted, else adequate security should be provided. We have seen direct attacks on cricketers previously so it is not a time to take things casually because the lives of common citizens and cricketers of both nations are at risk.
