Only Starc is distinctly quicker than our quicker pacers. Bumrah and Shami are same speeds as Cummins in test matches. Ishant and Hazelwood are same speeds. If we include a new pacer, he maybe quite quick too. 2. Good bouncers and hostile bowling are not dependent solely on release speeds.
