I think this was just passengers trying to cook their own food without permission, but the level to which Pakistan has let their railways decay is shocking. All of us expats love to criticize Indian infrastructure comparing it to the west, but goddam Pakistan makes Indian government look Swiss in efficiency and effectiveness.
