May be a rhythm bowler who can crank-up when everything is right, not an expert but his action or approach would not get him to 150 kmph unless has v.strng uppr bdy strength

Ofcourse you do. Any decent player can perform over small sample size. You need a substiantial number of games to evaluate if they really got it.

You don't get selected if you don't do well in Ranji's to your Zonal teams.

Don't know what is is the plan for him. I would have have asked to bowl multiple spells on flat track to increase his endurance and learn more about his bowling.
