They are no 1 frauds and scams. SIM requirement in the phone for UPI apps like phonePe is also a necessary evil. I can't figure out a way to use UPI app from secondary phone with secondary SIM. Probably there isn't a way sadly?

Yes, you can continue that provided your sim remains active ( valid plan or allowed to connect to the network for data/call)

There is no bad app. Telegram is bad because its not in Western Government Control, So chats are not trackeable. For Russians/Chinese, Getting data from Whatsapp or Signal or any other app is equally difficult.
