Russia too was behind in the drone warfare in the Ukraine war...when it lost its tanks to those tiny drones. Now Russia is using drones exclusively against Ukraine with limited barrage of missiles.

You will use unmanned drones to blow away enemy defences and when the skies are unprotected then Airforce, Infantry and Other means will come in.
