Ofcourse, handling nuclear radioactive material requires expertise and careful management of waste. Under SHANTI act, thats what they are expecting to achieve..with second stage breeder reactor can burn long lived radioactive waste, even further lowering the toxicity. The newer units also have passive cooling system, which will work even without electricity. I read somewhere that the nuclear reactor now dont use local freshwater resources but rather their own integrated desalination plants for its needs (WC to be corrected). Bhatapara (Raj) and Narora (UP) are also developing such alternatives.
