Unless the state carries out a massive genocide of Kashmiri Muslims in the valley without any repercussions from the international community I doubt the state can ever control that region in practical terms. You can only negotiate with and accomodate people who want rational things like power -sharing, development etc. not those who are driven by well entrenched religious and cultural beliefs like Islam/ Kashmiriyat etc.
