Because that's the end date currently for the visa restriction on foreign nationals.overseas players cannot come before that. No other reason.

All the infection in warm places has been from people carrying it from other countries till now. Viruses by their very nature get inactive in warm and humid weather

Ind SA ODI series is called off. While IPL is bigger draw and hence wont be entirely cancelled this year, there is little possibility that it won happen at least till May

Taking a big decision like cancelling isn't right. Thats actually called "panic". You can say they are delaying the inevitable but then I am fine with it. You have to take precautions which BCCI just took by postponing it. If situation gets worse they can always cancel it later in early part of the April. For now postponement is better than cancelling it all together. 

 

No one, and yes no one is an expert or knows how situation will be in a months time.
