Best dancers in my opinion in India is Prabhudeva because of his agility,speed and he looked so effortless, his dance on Mastana Mastana song was his best he was at his peak then some other best dances are chiku buku railey and romeo attam pottal , less said abot Muqabla and Urvashi. I think had social media was active back then he would have got same fame what MJ got in his peak in my opinion he was better than MJ as well. After prabhu by some large distance it's Hrithik as his moves are also look so effortless and fludic but he doesn't have verstaility of Prabhu which is once in life time talent. These tigers and all looks so repetative and also they dont looks so smooth or soothing to eyes. I like Allu Arjun as well and ya Govinda was also a great dancer wit that physique he also has given it all and his dance moves were so innovative. coffee_rules 1

As I said before,, prabhu was on another level had social media was active back than he would have got more recognition worldwide as MJ got. Some of his moves were do iconic and innovative and primary reason as you said the he was more of a choreographer than hero. That man is born to dance, even now at this age looks more fludic than so called tigers, varun etc. It's blasphemy to put him with others.
