Ashwin in the lonely  quarter final against Australia in 2011 world cup opened the bowling. The over numbers that Ashwin bowled in that match were

 

1, 3, 5, 7, 10,12, 38, 43, 47, 49.       5 overs in power play  3 overs in death.   He took out Watson in power play. Later in death overs took out Punter.

Bhajji has greater peer reputation than many spinners out there. A lot of players who played with or against him rate him highly.

 

Some years ago, when Graeme Smith was asked, "who was more tougher to bowl, Kumble or Bhajji? He said Bhajji even though Kumble was part of commentary panel and sitting besides him.

But after his doosra was banned he was not the same. But he was an useful batsman down the order as he could power hit.

Stats sums up how poor our spinners has been, despite us being known as a land of spinners.

 

Anyway, I will go with Jumbo, despite not being a "spinner" in traditional sense, he has picked up 300+ wickets in ODI's & was able to play for almost 15+ years. 

 

Ashwin started with a bang but fell flat later, Kuldeep is doing well but have to see how much he will be able to contribute. Bhajji's graph too went down a lot faster once his strengths were neutralized.

According to ICC , Maninder Singh was India's best bowler ever in ODI with rating of 851. No indian bowler has achieved this rating

Its a bit tough to compare with ever changing rules among other things.

 

Ashwin/Jaddu would have been permanent and maybe greats with older rules.

 

I hope Kuldeep ends up as our greatest. Its only a mental thing for him.

Kumble is the safest option. He was pretty lethal and a fox. Only thing is, he was more of a medium pace bowler than a spinner. By the end of his career, he did start spinning though

Spinners were the most impacted due to change in rule and also introduction of T20. Thought process was different back then during the middle overs. KL Rahul showed us in the final how spinners would have been played in the middle overs during the 90s. They can safely get away with cheap overs.

I want to throw in a completely random, yet partly justified, name in the mix. Nikhil Chopra - he was more effective than Jumbo in the late 90s, and could have continued to do alright.

He could also bat a bit. Came in to the team because of issues with Bhajji's bowling action. But his own bowling action got questioned, and after the Turbanator series of 2001, it was curtains for Chopra. He was also implicated in the match fixing scandal of 2001. From even far back in the time machine, Maninder Singh was a spin bowler who served the team well. He bowled economically and had the respect of opposition batsmen.
