It can make a difference in dry season from december to march. Specifically months of jan to march. That 3 month period is when waters can easily be diverted. mishra 1

But that is true for all Indian rivers who's monsoon period flow capacity is usually 500%- yes 500%- of their average capacity. Ma gangaa delta averages 40,000 cubic metres per second on yearly basis. Monsoon months ? Close to 200,000. Winter months ? Close to 20,000. Rest of the year ? Around 35,000. So all barrage diversions base off of average flow rate. No one can divert even a tiny river during monsoons.

Let the floods get in and those mf'ers starve. Atleast the bailout money will be used by the Pakistani mil/govt to buy food items and not weapons.

Or dump a lot of waste/chemicals/salt/arsenic into it downstream making it useless for them.
