Was it for not selling halal or for not putting up a sign that he does not sell halal? Either way, it is preposterous. Halal should not be an expectation. It should be considered a marketing term. If someone wants to attract Islamic customers, they can choose to sell Halal. Just like Kosher for Jewish folks or non-GMO for luddites. None of these labels have any food safety implications, and as such, are not of real value outside of religious concerns. The only legally binding labels should be ones related to food safety - e.g, warnings for raw meat (e.g., sushi), raw eggs (sunny-side up), and known allergens (peanut, egg, sesame, milk, wheat, nuts).

Regardless, it is ridiculous for the state to be arresting for not serving halal or for stating/not stating his non-halal status.
