Doesn't mean anything unless there's paperwork to support. By the time he becomes an Indian citizen he'll be 40+ in Afghan years

India hasn't lead in in many domains or neither is an attractive country to migrate. Cricket is rare exception, I would be surprised if we never thought about poaching talent.
