Based on recent (last 2-3 years of performances) 
 
Rabada
Bumrah
Cummins
Abbas
Anderson
Hazelwood
Boult
Philander
Ishant
Roach
Shami
Starc
Broad
 
Above list looks good but if you consider bowlers who are good irrespective of conditions, then Hazelwood & broad should not be in that list...
Infact, Lakmal and holder are ahead of these guyz

With sand paper, Starc would be in the top 3....

 

But looks like the moderator compiled this list not considering the sand paper...So starc is at the rightful place

On a personal level, I rate Bumrah just a tad higher than Rabada. Simply because Bumrah has played his cricket away from home, whereas Rabada has had the luxury of playing 90% of the matches at home. His average also has an upward trend in matches at Sri Lanka

Cummins Rabada Bhumra Steyn Anderson Starc Shami Broad Hazzlewood Stokes Gabriel. 

 

Above is not based on any stats. Thats my personnel choice. I feel, if a captain is asked to choose which 2-3 bowler he will choose to his playing 11, He will go and choose in that order.

 

PS: None of Pakistani pacer in that list because They are simply trundlers. If pitch doesnt assist, They wont make the cut

Yes, he is effective with new ball on any wicket. Some assistance from pitch and he becomes a monster. You can allways bank on Anderson to extract best off conditions .

 

In test arena, getting one opener early is like mining gold

Any particular issue with the ICC rankings that you do not agree with that? I follow it regularly and believe it to be the most objective evaluation of rankings. Since fans of one country do not always watch the matches of other countries, there is always a chance of bias towards players that we watch more of.

Anderson in top 5 isn't outrageous choice. Anderson is a world class bowler.

Anderson isn't outrageous choice. I was just pointing out the reason for excluding Pakistani bowlers. That reason applies to Anderson also.

 

Most pakistani pacers don't make to the list because they aren't good.
