It requires utmost commitment & discipline and a few bad apples (which we have many) will always spoil the basket. I don't like it one bit, I don't know the answer to it either, strict policing etc is just punishing law enforcement for the fault of majority people.

Most likely he is a dynast just like his opponents and his predecessors. Like the zillions of local state satraps that we have. Would the local economy totally collapse till then? Would it be better to buy vaccines now, even at a higher cost and attempt to revive economic activity. How long can you placate small business owners to shut shop or work from 8am-11am?

Unless they are choosy about vaccine type, it makes some sense to have some coordination at center. There's also the question of upcoming surge in production for Sputnik & J&J in India. I am certain that all Indians and Indian politicians doing politics are in for a surprise, at response to International tender by foreign manufacturers in response to cost, delivery date and number of doses.
