One of the reasons that Bollywood was close to the strong men, be them criminals like Dawood Ibrahim/Gawli or political strong men like Bal Thackeray was that these guys through their hired muscle could enforce contracts. If a hero didn't show up for a shoot after taking an advance, for eg, a director/producer didn't have much recourse. The courts would have decided after a long time. Most of the unions- like the lightmen union, Mumbai motion pictures association etc are affiliated to the Shiv Sena. So it helps to be on good terms with them. From what I've read about Latif he was wanted in the 1993 bombings and was shielded by ISI in Karachi before he let his guard slip leading to his arrest. Then why don't Telegu/Tamil/Mallu/Bong movies have links with dons, smugglers and terrorists? And please stop referring to Dawood as a criminal, he has done much more than criminal activities in India. He has waged war against us at the behest of our enemy and caused immense trauma via attacks like Bombay blasts, 26/11 etc. Haji Mastan was a criminal, Dawood is not a criminal, he is a traitor, terrorist and enemy of India. He has let his criminal network be the play thing of the ISI since 1993. This there is proof for. To answer your initial question about why gangsters were glorified: The era immediately during and post emergency was characterized by a general lack of faith by the people in the institutions. Lot of the gangsters were seen as Indianized Robin Hoods. And they were easier to approach than the cops/government. Hence people would see shades of grey and not the black that we see now.And Bollywood also had a soft corner for the gangsters for the same reason. Of course, all of that has long changed.
