I think it is a bit more complicated than that.  

 

In all probability, only 1 speed-gun is used in domestic matches while 3 speed-guns are are used in international matches ( and most countries use the middle-reading while Australia uses the highest reading  )

 

That means, the highest speed will almost always be higher in international matches ( could be 2 kph to 5 kph generally )  and the average speed higher by 1 kph or 2 kph  when the middle reading is used.

 

Saini's highest speeds could be 146 k to 149 k in international matches, provided he bowls as fast.

Gurbani's spell was matchwinning. Was trundling most of his innings around 125-130kph but mast swing kar raha tha launda. Kudos to him, even cleaned up the tail with ease.

That's not swing, its seam movement, off the pitch or off the hand is yet to be found, if its natural to him thn congrats we have found a asif or philander esque magician.

If he was really that fast, wouldn't the domestic batsmen have much more problems with him? Even international bats find that pace very dfficult

Yes exactly the batsmen were in tight spot the moment he cranked it up say 140+.It was very  evident

Why would that make a differnce of 5 kph?

One swallow doesn’t make a summer..guy seems to lack pace...max 135 type bowler....have you guys seen Vinay Kumar bowl in domestics? He looks like a second coming of Dale Steyn.

 

You need to be sharp...atleast in the 140 range...unfortunately the guys taking wickets are in the trundler zone and the guys with pace hardly pick up wickets and we are left with drooling over the speed guns.

How is it one swallow when he has repeated the same feat last few matches? He took 12 wickets in the semi final against Karnataka

Nope, I was saying the opposite. The batsmen didn't look much troubled except the seam/swing movement. If he really was close to 150, batsmen would have troubled more, IMO

Saini averages 23.6 with a SR of 51.9 in  FC .... showcasing that domestic batters don't find it easy to handle him.

 

But, he was not this quick a couple of years back when I last saw him.

 

Even this season, he is averaging 23.9 with a SR of 50.5

 

He dismissed Bengal for 80 odd runs in the 2nd innings.

 

This innings he has picked up 3 wickets + 2 dropped catches + could not bowl for quite some time due to injury.

 

Domestic batters are having lots of problems with him.

The batsmen look very uncomfortable.

 

But he is not 150 k ..... more like fastest in the mid to high 140s ..... average of high 130s to maybe 140.

It won't for the average speed.

 

It may or may not for the fastest speed as some  much-higher-than-average speeds are occasionally recorded by some speed-guns.... like the 147 k by Shardul in his first ODI ..... a bowler who rarely touches 140 k in domestic matches.
