There should be a separate psychoanalysis test which should supersede everything else. After all unlike politicians (come and go every 5 years), the bureaucrats have lifelong postings in positions of power, influence, policy implementation and nation building. No matter how much you score in the mains, if your unconscious thoughts/feelings/ideas etc present a threat to the nation it should result in immediate rejection, no compromise. Everything can't be only about marks, theoretical knowledge, handwriting etc....need to see ethics (real world, not moral science paper), practical knowledge, common sense, patriotism, physical fitness etc as components to decide the final selection. If you watch the movie you will see, that before the killing, The lawyer was simply so good that he would have got Salman Khan freed on grounds of alchohal sampling process and machines were contaniminated and untested, so evidence shouldnt stand in court of law. I have a feeling that this guy falls in same category. He was there to see and learn the system from inside so he can play the system. Janaab did a Phd from Howard after joining IAS from Govt money and immediately left his job after the completion of his degree to fulfill his political ambitions.
