Just how long can a team afford to carry a low SR batter like this?

There is simply no way a batsman can be considered to be of international calibre if he is simply incapable of scoring runs and just tries to survive.  This ends up destroying the team momentum and puts pressure on the other batsmen who invariably end up getting out due to the blockathon at the other end.  

 

With a score like 24(139) Kane Williamson is just showing that unlike stars of the game like Cheteshwar Pujara, he is just not good enough.

because KW is an absolute monster at home even on those greentops.And bats at a good clip too

There have been only a few  occasions where I thought Pujara really unnecessarily bogged down like Sydeny test day 2 last session.
