The TV umpire has to go with the evidence presented to them on the screen. They cannot use stuff like “Root didn’t take the DRS immediately so it’s unlikely to be bat first”. In reality that was pad-bat-pad, but the first pad was between TV frames, so the TV umpire had to give it not out.

You need evidence to overturn the umpire's decision for LBW.
