Sri Lanka has strong anti India sentiment dating back to our involvement with LTTE. No strings attached way of helping countries doesn't work. Immature is that you can't see the difference between quoting say some infrastructure project or other investments done in south Asia with respect to being 'interested' in the region vs. border clashes pertaining to territorial disputes...
