They have come very close in beating Pakistan in all latest encounters. 

 

2018 Asia Cup - Afg almost won but Malik somehow got Pak home in final over

2019 WC - Afg should hv won the game defending 227 but Gulbadin choked in final over

2021 WT20 - Again Afg should hv won but Asif Ali saved them in last over

2022 Asia Cup - Afg should hv won yesterday as well but chocked in last over

 

India mostly beaten Afg easily apart from last Asia cup in 2018 which was a drawn game. Mind you, India fielded its bench strength in that game bcoz they already qualified for finals.

 

Also, it is well evident that like Bangladesh, Pakistan is also scared of facing Afghanistan and hence never invite them to play home series. India played a test match with them but Pakistan maintains pedestrian distance from them and reluctant to invite them for home series as they are scared of losing.

 

So no, though Afg is not a better team than India but they surely have stronghold against Pakistan based on recent games.

India is not playing its optimal team in T20s. If AFG has Gurbaz, Ind has a strong upcoming batsman like Gill, who has improved a lot in T20s. Pace bowlers like Umran & Moshin. Even in the 11, guys like Hooda are played outside if the top order.

Considering that India and Pakistan beat each other chasing quite comfortably and Afghanistan made one of those two sweat like no tomorrow while chasing a paltry total, I would agree with the OP

Absolutely. An even more valid cricketing question is whether it is time for a 2 tier test system is required where Pakistan plays exclusively with other test minnows like Lanka, Windies, BD and Afghanistan. Seems fair to me
