North East teams should play amongst themselves and then prepare a combined XI based on the performers of that tourney.
We would also need to keep Assam separate as they have a decent side, else they'll dominate the combined XI.

We should provide cricket scholarships to junior players from these states and have them play club cricket in bigger cricketing states like Maharashtra, Gujarat, Karnataka, Tamil Nadu etc. so that their game improves.
