Most of these things don't happen in plain sight. FBI, TV shows, various independent guys, Regular police department all set traps for these guys and catch them even before the crime is committed. The sangat gathering I found focuses on community problems and stuff.. That's how a community manages to create a bond like that. No rocket science here. Simply Alien concepts for urban Hindus.
