On an average, Jadeja bowls 37 overs per match whereas Stokes bowls 19. So workload is pretty much similar. Spinners have to bowl far longer spells

No workload is not the same. Cricket is sport dependent on conditions, there are some matches in India where fast bowlers bowl less than five overs.

 

You cannot blame Stokes for not bowling more overs in India.Similarly you cannot blame Jadeja for not bowling more overs on green pitches.

Stokes’s ability in white ball cricket where he is head and shoulders above Jadeja.
