Unfortunately until Bumrah's arrival we have not had a champion bowler till now in ODIs. One who could walk into any other top contemporary side. Agarkar in his debut year-1998 was awesome but lost his way. Bumrah will be the first name in my list for bowlers.

Honestly speaking, was Kapil Dev > Dhoni as the captain?  Me thinks not! I did not follow much cricket prior to 2007-2008. From the highlights of dev and co, Dhoni's by far the best captain India has seen till now.
