but hadlee had worse avg then pandya in test cricket as batsman

How can you assume? Nair is picked because he is considered by selectors as one of the best batsman in our domestic circuit. If you don't play him on assumption then you are saying our entire list of batsmen in domestics are worthless.

 

He is not picked because he fulfils some dumb "allrounder" quota.
