He has this habit of coming up with innovative, unprecedented, good intentioned decisions but then tends to slacken off after the initial phase...case in example demonetization and surgical strikes. Here he has had a perfectly decent start but if he can't follow through it will prove that he can't take an idea to its logical conclusion, no matter how good.
