Yeah it may look odd but it maybe usual for those conditions. they have a dryer for drying no need for uv lights. We only use washing machines and dry out clothes out. That is easier in a tropical country. Their winters are dark and cold. Their summers are not that warm either even though the sun stays longer

Go inside the tunnels if you can (assuming closed dark spaces don't give you claustrophobia). Outside Ho Chi Minh, check out Hanoi, Da Nang, Ha Long Bay etc. You can spend 6 - 10 weeks in Vietnam and not break the bank. Trichromatic 1
